Reminder: Lowell, MA city council may discuss BSL, June 23, 6:30 PM

This does not appear to be on the agenda as of 6/22/09. However, it should not stop concerned citizens from attending the meeting and speaking about the proposed ordinance if they desire. Next city council meeting is on July 14.

Lowell tables dangerous-dog ordinance

LOWELL — City councilors voted unanimously last night to table discussion for two weeks on a dangerous-dog ordinance specifically targeting pit bulls.

That gives City Manager Bernie Lynch time to convene a meeting of the Animal Advisory Committee to discuss possible changes to the proposed legislation.[...]

Lowell resident Mark Lynch added that breed-specific ordinances are difficult because it is nearly impossible to tell which dogs are pit bulls without a DNA test. He cited the recently rescued “Pup Dog” in Tewksbury, which was thought to be a pit bull until DNA tests confirmed that he is a mix of pointer, mastiff, Welsh springier spaniel and Yorkshire terrier.

“You just laid off 48 employees,” he said to councilors. “How do you propose you are going to pay for a DNA test?”[...]
