City taking the bite out of vicious dog ordinance

Independence City Council heard the first reading of an ordinance modifying the definition in an earlier ordinance of when a dog is vicious at the regular meeting Monday Oct. 5.

Again, this ordinance is too vague. EVERY dog has the “propensity” to be vicious, given physics and the imagination. I support vicious/dangerous dog legislation that doesn’t discriminate by breed, and that investigates bite incidents on a case by case basis. If my dog intimidates an intruder on my property or in my home, is he then a vicious dog?
There are parts of this that are not going to be used correctly. I can already see that part of the new “legislation” where if the officer feels threatened or feels intimidated he or she can deem it vicious going bad because i have seen many dogs of many breeds put up a good front for people and bark like crazy even growling when people arrive and many places where the dog warden or animal control office is so ignorant of dog behavior they automatically assume all barking and growling as vicious or aggression and these two scenarios put together can be a bad combination for both dog and owner when really there is nothing wrong. I don’t think this is a good law, I think they are going in the right direction but they are just now quite there yet.
