Police Jury postpones pit bull ban vote

After the discussion, Young offered his motion to ban pit bull ownership, but he was voted down when other police jurors advised him that the parish would have to hold a public hearing before the ban could take effect.
Jurors Joseph “Bozo” Bergeron Sr., Melanie Bueche, Glenn Ray Cline, Cornell Dukes, Kurt Jarreau, Allen Monk, Clifford Nelson, Willie Olinde and John “Sassy” Pourciau voted instead to postpone action on the issue and allow the Animal Control Committee more time to come up with a recommendation.
Jurors Albert “Dewey” Dukes and Young voted against setting the issue aside.

Breed-specific mandatory spay/neuter still has all the flaws of any other type of breed-specific law (including identification of breeds/types of dogs to be neutered), has not been shown to be effective at reducing dog populations, and is not supported by no-kill advocates or other animal welfare experts.
The City Council shall hold its regular meetings, both business and public hearing, in the Council Chambers located at the Warwick City Hall(3275 Post Road Warwick, R.I. 02886) at 7:00 p.m. on the second and third Monday in each month. Next public hearing city council meeting: May 17, 2010, 7:00 PM.

Warwick weighing mandatory neutering of pit bulls

Corvin is now hoping that a new spaying and neutering ordinance … will reduce the number of “bully breeds” whose lives end at the animal shelter….The ordinance … requires that all pit bull and related breeds be neutered unless they are owned by a licensed breeder or are actively competing in shows.

Update 4/26: Thanks to Jodi and Barb for this information. The city council has been receiving a lot of negative feedback about the proposed BSL. They will not be voting on the ordinance during the April 27 meeting. The vote is scheduled for May 11, and the proposal may no longer be breed-specific by then. I will update as I hear more.
New Jersey state law prohibits BSL.
Several citizens have started community efforts to stop the passage of the ordinance. Concerned residents in or near Garfield should get with these folks and create a collective group!

Apr 22, 2010 – 11:09 AMBrittany and Rambo are safely home once again, but The Brampton Guardian has learned this isn’t the first time a previously legally licensed dog has been seized from a Brampton home without a warrant, and owner-offered proof that they are not “pitbulls” rejected by city animal shelter workers.

If the proposed ordinance passes a second reading, the following breeds will be automatically considered “vicious” dogs, subject to special restrictions, in the city of Laurel: “American Pit Bull Terrier, Staffordshire Pit Bull Terrier [sic], American Staffordshire Terrier, Rottweiler Breed Standard, Doberman Pinscher Breed Standard and Chow Chow Breed Standard.”
The ordinance has passed a first reading but must have a second reading before it can become law.

[...] “No person shall keep, own, maintain, use or have in such person’s possession or n premises, within the city, any vicious animal, unless such animal is within a securely fenced area, secured building, or under immediate control of the owner,” the proposed ordinance states. “Specific breeds of dogs are hereby determined to be vicious animals … American Pit Bull Terrier, Staffordshire Pit Bull Terrier, American Staffordshire Terrier, Rottweiler Breed Standard, Doberman Pinscher Breed Standard and Chow Chow Breed Standard.”

Virginia HB 281 was amended by the governor to prohibit animal control facilities and humane societies from euthanizing dogs based on their breed.
The Speaker of the House has ruled the amendment “not germane,” meaning not relevant to the bill. Amendments must pass the “germane-ness requirement” to be approved. It is not clear at this time what will happen next, but this ruling suggests the bill will not move forward with the governor’s amendment.
