Elgin, IL: BSL likely to be proposed again

Councilman Prigge renews his crusade against all “pit bulls” and their owners due to the irresponsibility of a few. Upon passage of a non-breed-specific ordinance back in March, Prigge stated he would reintroduce BSL if another “pit bull” attacked. Was there going to be another “pit bull” bite in Elgin? Of course. There were probably quite a few non-”pit bull” attacks since then as well, but that doesn’t seem to concern Prigge.

Officers kill two pit bulls after boy attacked in Elgin

Will Elgin leaders reconsider stricter laws for pit bulls and their owners?

That’s one question that has been raised after a weekend incident in which officers shot and killed two loose pit bull dogs after one bit a 9-year-old boy in front of about 100 people at the fountain at Festival Park….

In March, Elgin councilmen enacted a new law classifying any dog that attacks another animal or human as “dangerous,” triggering a number of added regulations for the owner of such an animal.

    This whole thing sounds like a total set-up.
    1)Dog lying in grass,boys walking on side-walk,dog bites boy on hand,boy treated for minor injuries.Owner
    nowhere around,2 armed cops come to rescue with guns blazing .No charges laid against negligent owner,little boy sent home must get real medical treatment,you promise..Mission accomplished Prigge.
    Any sidebets there will be another incident before the next meeting.
    I strongly suggest an independant doctor does a medical on the poorboy asap,also I reckon the decent human beings remove Prigge from his position of power,he is arrogant and hostile towards family-pets.Vote him out.
    It would also be interesting to know if anyone knows the “supposed owner”

  2. I asked the Mayor about Prigge’s “warnings” during a live chat last month:

    Hi Mayor Schock,
    I would like to take this opportunity to again thank you and the council for removing the BSL in the new animal control ordinance.

    I am wondering, in light of the warnings to have this issue intensely reconsidered with the very next incident involving a “pit bull”, have there been or will there be any proactive measures taken, such as community outreach and education on responsible dog ownership? Also, what is the current status on the potential for a licensing requirement to fund additional animal control officers?

    I don’t think we will revisit , regardless of other incidents…
    The ordinance was strengthened enough– Elgin’s was the weakest

    Need dog owners to support licensing (i.e., write letters to paper, speak out at meetings, etc.)

  3. This is a people problem. Pit bulls are not a breed for everybody. I have 3 personal pit bulls and 2 fosters dogs. I work very hard to ensure my dogs are either supervised, or secured inside my home, each in their own crate or space seperate form each other, and locked up when I have to be away. They are always supervised while out side: all 5 dogs can be out when both my husband and I are present, only 3 at a time when only 1 adult is present.
    Pit bulls require training, total supervision and lots of exercise. Unless a pit bull is being shown, or is of excellent health and championship breeding quality as defined by a veterinarian and AKC/UKC judge, all pit bulls should be spayed or neutered.
    The people who claim to love this breed are killing it the fastest, by a) backyard breeding, b) not spaying and neutering, and c) being in denial about their dogs. A pure bred American pit bull terrier would rather die than bite a human. Pit mixes and crossing bloodlines to make designer dogs has reduced bite inhibition that has been bred into this breed for centuries.
    Back in the 60′s, our parents used to teach us how to behave around stray and loose dogs, we needed to know, because only a handfull of cities had leash and dog ordinances back in those days. 1) Never stare into the eyes of a stray, 2) maintain a calm, relaxed posture, 3) turn your back to a growling animal, lower your chin to your chest and stand perfectly still. 4) walk slowly away when the animal loses interest in you. People don’t teach their children anything anymore, they let the teachers at school do all the teaching.
    I was a homehealth nurse for the majority of my 25 yr carreer. I have been in every kind of home in every part of town and country; I have never been bit by a dog.
