An editorial from the Times Leader suggests the pit bull ban will include a grandfather clause. Current “pit bull” owners will have to spay or neuter their pit bulls; may only own two or fewer pit bulls; must register the dogs specially; must take out liability insurance; must muzzle and harness the dogs in public; contain the dog in a special manner.
