The next Point Pleasant city council meeting takes place on August 16, 7:00 6:30 PM, at City Hall, 400 Viand Street. The breed ban IS on the agenda for FINAL vote. If approved, existing “pit bulls” will be allowed to remain in the city, but no new “pit bulls” will be permitted. (Thanks, Jo, for this information.)
It is not known at this time whether the proposed “pit bull” ban (no grandfather clause) is on the agenda for this meeting; however, this is an opportunity for locals to voice their opinions about the proposal.

PROPOSED AMENDMENT AND REENACTMENT OF PART
FIVE, ARTICLE 505 OF THE CODIFIED ORDINANCES
OF THE CITY OF POINT PLEASANT, WEST VIRGINIA
505.05 DOGS OR CATS RUNNING AT LARGE; SPECIFIC BREEDS PROHIBITED;
IMPOUNDING.
(a) Dogs or Cats Running at Large.
(1) No person being the owner of or having charge of any dog or cat, whether licensed or unlicensed, shall permit it to run at large upon any public place or upon any unenclosed lands within the Municipality.
(2) The running at large of any dog or cat, owned or stray, in or upon any of the places mentioned above is prima-facie evidence that it is running at large in violation of this section.
(b) Specific Breeds Prohibited.
(1) No person shall harbor or keep any type of “Pit Bull” dog breed within the Municipality. For the purposes of this section, a “Pit Bull” dog is defined as any and all of the following:
(A) The Staffordshire Bull Terrier breed of dogs;
(B) The American Staffordshire Terrier breed of dogs;
(C) The American Pit Bull Terrier breed of dogs;
(D) Dogs which have the appearance and characteristics of being predominantly of the breeds of dogs known as Staffordshire Bull Terrier, American Pit Bull Terrier, or American Staffordshire Terrier.
(2) Any resident who possessed or harbored a breed of this type prior to the adoption of this ordinance shall be permitted to retain said dog within the Municipality until or unless it is determined that said dog poses a safety or health risk to the public.
(c) Impounding and Disposition. The County Dog Warden or any person designated by the Mayor shall impound every dog or cat found in violation of this section. If such dog animal is wearing a valid dog license or the identity of the owner or custodian is otherwise established, the County Dog Warden shall immediately give notice to the licensee, owner or custodian that the dog has been impounded. Such notice may be by telephone or by ordinary mail to the last known address of such licensee, owner or custodian. Any dog or cat impounded shall not be released except upon the payment at the City Building of reasonable expenses for its keeping and the fine imposed. Any dog or cat remaining unclaimed within five days of the mailing of written notice, or of actual notice thereof, shall be sold or otherwise disposed of as provided by law.

Get your emails out there folks, we did. Make them scratch their heads as to how people in California and other countries know about it, but most importantly EDUCATE the officials. We used the approach of the deep pockets needed for BSL ourselves, as many of you are better qualified to talk about the breed. We also used the “punish the people, not the breed” approach.
