But revised ordinance will not target breeds as some animal owners feared

Port Washington officials said Tuesday they will work to strengthen the city’s existing vicious dog ordinance, but do not intend to regulate specific breeds of dogs.

Several aldermen said they have been inundated by e-mails and letters from throughout the nation after city resident Dan O’Connor said he planned to petition the council to impose strict regulations on pit bulls.[...]

Ypsilanti Township, MI: BSL passed

Ypsilanti Township residents must sterilize their pit bulls or face criminal charges

By: Tom Perkins

Pit bull owners in Ypsilanti Township must have their dogs spayed or neutered by Jan. 1 or face misdemeanor criminal charges.[...]

Because a pit bull isn’t technically a breed of dog, the ordinance defines it as Staffordshire bull terriers, American Staffordshire terriers, American pit bull terriers or any mix breed exhibiting five out of eight physical characteristics defined in the ordinance.

Among the many concerns voiced by opponents is how the dogs will be identified. Law enforcement officials and animal control officers can issue citations and seize a dog, if necessary. If an owner disputes the dog’s breed, Humane Society vets will make the final determination, and officials said DNA tests could be run.

[...Trustee Mike] Martin [the lone "no" vote] also said he found in his research that pit bull specific legislation has not addressed overpopulation in other communities, and the laws have been repealed in some. He said those who don’t want a citation or sterilized dog will simply give up the animal, leading to a spike to intakes and euthanasias.

Following the meeting, Mike Radzik, director of the Office of Community Standards, said he expects an initial jump in intakes because irresponsible owners may give up their dogs instead of having them sterilized.[...]

Bill looks to modernize animal control

By Ashley Studley/Daily News staff
The MetroWest Daily News
Posted Oct 20, 2010 @ 12:06 AM

BOSTON — [...] Several cities and towns, including Worcester and Boston, have passed legislation restricting pit bulls and pit bull ownership, but dog bites have not been reduced because any dog can become aggressive, according to the MSPCA. For that reason, the new law would prohibit cities and towns from enacting breed-specific legislation.

[...] “Even if you’re not an animal lover, it’s good for cities and towns and people all around,” Holmquist said. “It’s not perfect, but it’s a start at making these laws more reflective of the world we live in today and gives animal control officers the tools they need to protect animals and people.”

Representatives from the MSPCA will be at the State House tomorrow to ask legislators to support the passage of the House bill.

Citizens’ animal panel decries county plan to restrict pit bulls

By Patrick Fox
The Atlanta Journal-Constitution
8:44 p.m. Tuesday, October 19, 2010

If Gwinnett County officials want to restrict pit bull ownership, they’ll do it without the support of their own citizens’ advisory panel.

[...]The seven-member Animal Advisory Council, appointed by the county commission, said they would not endorse the measure after hearing from a host of residents.

Council Chairwoman Gail LaBerge said she has fought breed-specific legislation for 10 years. Most recently she has been involved in the Douglasville City ordinance addressing the same issue.

“I cannot support it in Douglasville,” she said, “and I will not support it in my own county.”

The proposed ordinance would require owners to provide name, address and a registration fee to the county. Owners would also have to supply proof of insurance, a full description of the pit bull, including a photo, and proof of inoculation. They would also be required to provide a sturdy enclosure that does not share fencing with a perimeter fence.[...]

Property purchase yields contention

“We’re going to have a problem sooner or later with these pit bulls,” [Councilmember Benjamin] Westmoreland said. “These animals are monsters.”[...]
