Overland, MO: Breed ban repealed

Overland city council is confirmed to have repealed the breed-specific portion of their newly passed animal ordinances. Thank you to all of those citizens who spoke out at the meetings and wrote to the councilmembers—the ban was repealed because of you.

Overland City Council revised on Monday night an ordinance passed in September that would have imposed restrictions on pit bulls new to the city beginning Jan. 1. Instead, the city will restrict “dangerous” animals, designated by unprovoked severe or repeat attacks on people or animals. [...]

Edmonton, Alberta, Canada: Possibility of BSL repeal

The mayor of Edmonton has asked for a review of the city’s BSL because he keeps receiving emails against BSL from the public. The results of the review will be presented in January. In the meantime, we encourage the public to continue providing respectful, helpful correspondence to city officials to guide them away from ineffective, discriminatory breed-specific laws.

Council reopens contentious debate on breed-specific bylaw

EDMONTON — [...] Mayor Stephen Mandel asked animal control staff to report back in January with recommendations on whether the current restrictions are warranted.

“Breed-specific legislation might not be justified,” said David Aitken, the city branch manager responsible for bylaw enforcement. “There’s a train of thought that suggests it’s not the animal, it’s the owner that has the issue. Therefore, you can’t hold specific breeds responsible for actions.”

City council last debated pit bulls in 2003, after amending a bylaw that restricted mixed-breed American Staffordshire and Staffordshire bull terriers, which are often referred to as pit bulls. Dog owners for those dogs pay higher registration fees, must carry $1 million in insurance, and must keep the dogs muzzled on public property and tethered on private property. [...]

But of the 450 restricted dogs currently registered with the City of Edmonton, only 34 are restricted because of a past attack. The rest are restricted because of their genetic history, Aitken said. [...]

Mandel told committee members he wanted to reopen the bylaw debate because his office continues to get emails objecting to the breed-specific ban. [...]

The committee is scheduled to hear back Jan. 23 on what changes could be made to the bylaw and on what restrictions other municipalities have in place.

Ohio HB 14: Senate committee hearing on Nov 16

The Senate Judiciary Committee will hold a public hearing on HB 14 on November 16 at 3:15 PM! North Hearing Room, 2nd Floor, Senate Building, Capitol Square, Columbus, OH.

If you live in Ohio, please attend the hearing to physically show your support for the repeal of statewide BSL. Please also contact the Senate Judiciary Committee and your own Ohio state senator and tell them that you support HB 14!

HB 14 is a comprehensive dog control bill that would repeal Ohio’s statewide BSL. HB 14 has gotten further in the process than similar attempts in previous years, and has the support of the Ohio Dog Wardens Association, so we have high hopes for its success. HB 14 passed the House in June and has been assigned to the Senate Judiciary Committee.

Bristol, CT: Ordinance committee may discuss BSL, Nov 16

Update 11/15/11: We are hearing rumors that the Ordinance Committee is postponing any discussion until next month. We encourage people to attend the meeting nevertheless, and to continue corresponding with city officials, to make sure officials are fully aware of the public’s opposition to BSL.

The Ordinance Committee meets on November 16 at 4:30 PM in City Hall Meeting Room 1. The committee may discuss Councillor David Mills’ suggestion to institute a breed ban on “dangerous breeds.” The proposal is in very early stages, so we do not know exactly which breeds would be affected or any other details about the breed ban. Presumably, the ordinance committee will work out the details over the next few months.

This is the best time for the public to protest the breed ban and to offer effective, breed-neutral alternatives—before the city council becomes highly invested in the idea. Please send your respectful correspondence to the below contact information. If you are a local, please attend the ordinance committee meeting.

Wentzville, MO: Residents will protest BSL, Nov 16

Residents and locals of Wentzville, MO, will ask the city council to repeal BSL during the city council meeting on November 16 at 6:30 PM.

Mission Hills, KS reminder: Council to discuss dog ordinance (BSL), Nov 14

Mission Hills, KS council has considered adding Rottweilers to their current ban on “pit bulls.” The city’s dangerous dog regulations are on the agenda for the November 14 council meeting, 6:30 PM. It is not known at this time exactly what will be discussed. Locals are encouraged to attend the council meeting and ask council to repeal their ineffective breed ban rather than add more breeds to it.

Fairburn, GA reminder: Councilman to propose breed ban or BSL, Nov 14

Fairburn councilman Scott Vaughn will propose a ban on “pit bulls” and other unidentified “restricted breeds” at the city council meeting on Nov 14 at 7:00 PM. This discussion IS on the agenda. Donnellson, IA: Council to consider breed ban

Donnellson city council is considering a ban on breeds considered “vicious.” I believe city ordinance currently labels “pit bulls” and Rottweilers to be “vicious” (and places special restrictions on ownership), so these would be the two breeds likely targeted by the proposed ban. (Yes, they already have BSL, and I guess it’s not working or not being enforced, because now they want to “step up” to a ban.) However, the text of the proposal is not yet ready, so I cannot confirm exactly what is being considered.

Next city council meeting, at which this proposal is likely to be discussed and voted on: December 5.

Donnellson officials still looking at banning specific dog breeds

DONNELLSON — Several citizens attended the regular meeting of the Donnellson City Council Monday to voice their opinions on a possible vicious dog ban that is currently being discussed. In response to numerous complaints from residents, the council voted last month to have an ordinance drawn up by City Attorney Greg Johnson.

The ordinance would limit the type of dogs that could be kept within city limits, banning dogs of breeds deemed “vicious.” The ordinance was not completed in time for Monday’s meeting, and the council decided they will take another month to consider how they want the ordinance to read before voting on it at their next regular meeting on Monday, Dec. 5. If approved, three readings would be held before the ordinance could go into effect. [...]

Wentzville, MO: Dog owner challenges BSL

There’s opportunity for change in Wentzville, MO. A dog owner (who believes she owns Great Dane mixes, not “pit bulls”) is standing up against discrimination, asking city aldermen to change their breed-specific ordinance.

There doesn’t need to be such a fuss over a dog’s purported breed. Breed-neutral ordinances are effective and fair, and don’t require subjective guesses about a dog’s breed. Please send respectful, helpful correspondence to Wentzville city aldermen. Encourage them to repeal their breed-discriminatory ordinance and ask them to apply their laws to all dog owners equally, regardless of a dog’s appearance.

Wentzville dog owner challenges pit bull ordinance

Wentzville, MO (KSDK) – A pit bull law is up for review in Wentzville next week. This come on the heels of an upset dog owner who says her dogs are unfairly targeted. They’ve never been aggressive to anyone. [...]

Now, Amanda Kearney says she’ll move before she muzzles her dogs.

Kearney is refusing to spend money to have her dogs’ blood drawn for DNA testing, just to comply with a pit bull law that she says should be changed. She’s taking her fight to city hall. [...]

The City of Wentzville wants them muzzled and on a hand-held leash, if they’re not in a kennel or pen. It’s the law for pit bulls. [...]

So Kearney’s been calling aldermen for the city of Wentzville, rattling enough cages to the point that the pit bull ordinance is being called for review next Wednesday night. Some say it could be too strict. One alderman says they will review the rules over mixed breeds and the muzzling. [...]
