Bermuda: Govt revises prohibited breeds list, creates new “restricted breeds” list

Bermuda has moved some previously prohibited breeds into a new restricted-breed category. (We last told you about this plan in September 2010, but the official breed list is now finalized.)

Prohibited breeds may not be imported or bred. All of the below breeds were also prohibited under the previous prohibited-breed list.

  • American Pit Bull Terrier
  • American Bulldog
  • American Staffordshire Terrier
  • Argentine Mastiff / Dogo Argentino
  • Boerboel
  • Brazilian Mastiff / Fila
  • Cane Corso
  • Presa Canario
  • Neapolitan Mastiff
  • Tosa Inu
  • Wolf / Wolf hybrid
  • Any crossbreed of above

Restricted breeds can be imported or bred, but there are restrictions on ownership, such as special enclosures, property inspections, etc. Some of the below breeds were previously on the prohibited breed list, and some of the below breeds were not previously restricted or prohibited. I have noted the changes. Restricted breeds are as follows:

  • Akita (previously prohibited)
  • Australian Cattle Dog (previously unrestricted)
  • Belgian Malinois (previously unrestricted)
  • Bouvier Des Flandres (previously unrestricted)
  • Bull Terrier (previously prohibited)
  • Bullmastiff (previously prohibited)
  • Chow Chow (previously unrestricted)
  • Doberman Pinscher (previously unrestricted)
  • Dogue De Bordeaux (previously prohibited)
  • German Shepherd (previously unrestricted)
  • English Mastiff (previously prohibited)
  • Rhodesian Ridgeback (previously unrestricted)
  • Rottweiler (previously prohibited)
  • Staffordshire Bull Terrier (previously unrestricted)
  • Any crossbreed of above

Tupelo, MS: Work session on proposed BSL (additional breeds), Dec 13

Tupelo already has BSL for “pit bull” owners. “Pit bulls” are automatically considered “dangerous animals” and are specially regulated. Tupelo is now considering adding breeds to their BSL. Rottweilers and Dobermans are the two most-recently named breeds; German Shepherds were mentioned in an earlier article.

Tupelo council will hold a work session to discuss the revisions to the dog ordinance on December 13 at 4:00 PM at City Hall, 71 East Troy Street.

Tupelo looks at baggy pants, dangerous dogs

TUPELO – [...] The second aims to strengthen Tupelo’s dangerous-dog ordinance by expanding its classification of risky pets from pit bulls to include rottweilers and dobermans. It requires those pet owners to register their dogs and pay an annual $80 fee – as opposed to the one-time $50 fee in the current ordinance. [...] Other changes to the dangerous dog ordinance include a minimum ownership age of 21, a requirement to microchip and sterilize all dangerous dogs – as well as carry $100,000 liability insurance on them – and an increase in the minimum outside pen height from four feet to six.

There’s also a new line banning dangerous dogs from anywhere within 500 feet of a school, and all dangerous dogs must wear city-issued orange collars. [...]

Mission Hills, KS: Council decides not to add Rottweilers to breed ban

Mission Hills, KS council has decided not to add Rottweilers to their current ban on “pit bulls.” This comes after a council meeting at which city staff produced dog bite data showing that none of the 21 dog bites in 2011 were committed by Rottweilers.

However, the city’s ban on “pit bulls” remains in place.

Mission Hills, KS reminder: Council to discuss dog ordinance (BSL), Nov 14

Mission Hills, KS council has considered adding Rottweilers to their current ban on “pit bulls.” The city’s dangerous dog regulations are on the agenda for the November 14 council meeting, 6:30 PM. It is not known at this time exactly what will be discussed. Locals are encouraged to attend the council meeting and ask council to repeal their ineffective breed ban rather than add more breeds to it.

Merrillville, IN: Council may add breed(s) to BSL

Merrillville currently has BSL that affects “pit bull” owners. Rather than repeal their currently ineffective BSL and institute an ordinance that applies to all dogs, regardless of breed, the town council is considering adding “Staffordshire Terrier” to the ordinance.

The council and officials are mired in the idea that some “breeds” are inherently dangerous, while others are not. Please help the council understand that by taking the law’s focus off a dog’s appearance, they can craft effective laws that regulate all dogs, no matter what breed label they may be given.

Merrillville considers changes to dangerous dog laws

MERRILLVILLE — [...] Kenneth Woodside, who runs the town’s small claims court, told council members at a Wednesday workshop that some residents who have received tickets for their pit bulls have had the case thrown out in court because they get a letter from their veterinarian saying the dog is a Staffordshire terrier, not a pit bull.

He said it is difficult to tell the difference between the two breeds, one of which is dangerous and the other that is not. [...]

Councilwoman Carol Miano, D-3rd, suggested they eliminate all breeds in the ordinance and just say it deals with all dangerous dogs, but it was pointed out that would eliminate the need for pit bull owners to carry the additional insurance.[...]

Mission Hills, KS council may add Rottweilers to their current ban on “pit bulls.”

Jodi at Bless the Bullys has some great commentary on the recent trend to add breeds to ineffective, failing BSL. We have seen this most recently in Merrillville, IN and Lake City, AR.

Rather than confront the issue of “problem dog owners,” Merrillville and Mission Hills want to add more BSL to that which is already in place. The domino effect illustrated perfectly. What breed is next?

How unfortunate that officials in these cities don’t recognize the opportunity they have to craft effective ordinances that hold irresponsible dog owners accountable and actually make their communities safer. Instead, their solution is to add additional breeds to the ordinances in place which are obviously being ignored by the very people who should be targeted. The truth is right in front of them, yet they choose to wear blinders, they choose to continue to focus on the wrong end of the leash.

Kansas community consider banning certain breed of dog

MISSION HILLS, Kansas – [...] Mission Hills City Administrator Courtney Christensen is considering banning people from owning Rottweiler’s.

Christensen tells NBC Action News to reexamine its domestic animals regulations after a person was recently attacked by a dog in Mission Hills.

Pit Bulls are already banned. [...]

The city council is expected to vote on the ban within the next few months.

Merrillville council worried about pit bulls

MERRILLVILLE — Town officials are looking at giving the town’s animal ordinance more teeth after learning Monday that owners of pit bulls and veterinarians are getting around the current one.[...]

Councilwoman Carol Miano, D-3rd, said under the current ordinance pit bulls and other dogs deemed dangerous are supposed to wear a muzzle and the owner is supposed to have $300,000 liability insurance. “The problem is, when people find out they need $300,000 in insurance, they go to their vet and the vet reclassifies the dog as a Staffordshire terrier. They’re not the same,” Miano said.[...]

Councilman Richard Hardaway, D-2nd, said the town needs to change its ordinance to include Staffordshire terriers as a vicious animal and require their owners to have the same insurance. Other council members agreed with Hardaway.[...]

Lake City, AR: Breeds added to breed ban

Lake City, AR has added American Staffordshire Terriers, Staffordshire Bull Terriers, American Bulldogs, and mixes to their “pit bull” ban, which has been in place since 1991. This was done at the request of citizens, and no one spoke in opposition during any of three readings. I have found no news coverage of the proposal prior to its passage, and Lake City’s agendas are not available online. I do not know to what extent city officials informed the public about the proposal.

City Council meets the third Monday night of each month, at 6:30 p.m., at City Hall. Residents desiring to present an issue on the agenda must do so by noon on the Friday preceding the scheduled Monday meeting. If residents can request expansion of the ban, it seems reasonable that residents may also request elimination of the ban. Lake City expands vicious dog restrictions

JONESBORO, AR (KAIT) – The city council in Lake City expanded an existing animal ordinance that bans pit bulls to include more breeds.

Since 1991, Lake City ordinance 135 has prohibited residents from owning pit bulls. The city council unanimously approved ordinance 253-11, an amended ordinance that includes a ban on Staffordshire bull terriers, American Staffordshire terriers, American bulldogs and mixed breeds that are offspring of bulldogs. Tupelo, MS: BSL proposed (additional breeds)

Edit 10/15/11: Tupelo apparently already has BSL for “pit bull” owners. “Pit bulls” are automatically considered “dangerous animals” and are specially regulated. The news article below was not very specific, but I would guess that Tupelo is either considering adding breeds to their BSL, or instituting a whole new breed-specific law.

Tupelo, MS, is looking at a breed-specific ordinance that will affect “pit bulls” and may also include Rottweilers, German Shepherds, and Dobermans. StopBSL has not received exact wording or seen the proposal, so it is unclear at this time what the ordinance will require and what types of dogs will be targeted.

Tupelo councilmembers will introduce the ordinance in the near future. According to the city website, Tupelo city council has a meeting tomorrow, September 20, at 6:00 PM at City Hall, 71 East Troy Street. This item is NOT on the agenda. Tupelo is looking at mean-dog ordinance

TUPELO — Large-breed dogs with dangerous reputations could come under stricter control if a proposed ordinance passes the City Council.[...]

In addition to pit bulls, other breeds could be singled out in the proposal, said the subcommittee’s chairman, Ward 5 City Councilman Jonny Davis. He wants to recommend mandatory registration and annual permit fees for owners of Rottweilers, German Shepherds and Doberman Pinschers, too.

New Zealand: Presa Canario added to import ban

The New Zealand parliament has recently added the Perro de Presa Canario to Schedule 4.

New Zealand’s Dog Control Act 1996 prohibits the import of any dog believed to be of a breed listed in Schedule 4. Such dogs already in New Zealand are also classified as “menacing.” Menacing dogs must be leashed and muzzled in public; they may also be required to be neutered.

The breeds and types of dogs that are listed on Schedule 4 are now currently as follows: American Pit Bull Terrier (type), Japanese Tosa, Dogo Argentino, Brazilian Fila, and Presa Canario.
