Slater Council workshops pending animal laws

The Slater City Council workshopped the pending animal ordinance on Feb. 21, immediately following the regularly scheduled city council meeting.[...]

The council heeded several citizen recommendations during the latest workshop.

Breed-specific laws have been a source of deep controversy in each of the animal hearings. While the council has decided to write a strict vicious animal clause, it has decided against placing restrictions on specific breeds.

Springfield, MO: Task force forming to discuss animal issues, possible BSL repeal

Springfield, MO, has had BSL since 2006. The pit bull ordinance has not been successful at reducing dog bites, but it has resulted in the death of over 1,500 dogs. Occasionally, the city council has considered making changes to the ordinance, but so far, it’s been all talk and no action.

Springfield is now in the process of forming a task force to discuss animal issues in the city, including the animal shelter, feral cats, and the possible repeal of the pit bull ordinance.

We would like to encourage BSL-opposing citizens of Springfield to join the task force and to continue to persuade officials to repeal the breed-specific ordinance. Wentzville, MO: Council may discuss BSL repeal, Feb 8

Wentzville, MO has another Board of Alderman meeting on Feb 8 at 6:30 PM. We were previously told that the BSL repeal would be introduced at this meeting, but it does not appear to be on the agenda. However, they discussed this issue extensively at the last meeting even though it was not on the agenda last time either. If you are a resident, please make every effort to attend the board meeting and show your support for BSL repeal.

You can read the draft ordinance here. It is breed-neutral and, if passed, would repeal the city’s current “pit bull” restrictions. However, it is not unanimously favored and there is some opposition to BSL repeal.

Wentzville, MO update: Proposed ordinance would repeal BSL

Wentzville, MO, has finally made public a draft of the proposed dog ordinance. You can read the draft here. It is breed-neutral and, if passed, would repeal the city’s current “pit bull” restrictions.

The police department is revising some sections (should remain breed-neutral) and the proposal will be officially introduced on Feb 8.

Although this proposal is a positive step forward for Wentzville, public reaction to repeal of BSL has been mixed. Some residents are opposed to BSL repeal, and the local news media has been covering the story inaccurately and somewhat negatively.

Please keep up the positive and respectful correspondence with councilmembers and encourage them to repeal their breed-discriminatory ordinance.

Alderman, Residents Talk About Pit Bull Ordinance

Update 1/24/12: The introduction of the proposal has been delayed while the city lawyer fine-tunes the language. While council will not officially take up the issue on Wednesday, the meeting has a public comment time during which residents may speak on any issue.

Slater, MO update: City to hold another public hearing (possible BSL)

No date has been set for the next public hearing on the city’s proposed animal ordinance revisions. This week’s public hearing featured an excellent presentation against BSL from a veterinarian, but the city’s proposal still contains BSL. Please continue to encourage Slater officials to choose a breed-neutral, non-discriminatory solution.

Slater anticipates fourth animal ordinance hearing

Two-dozen pictures of pit bull look-a-likes hung on a board at Slater City Hall.

Each dog carried the coloring or stereotypical markings of the animal, but only one tested DNA positive for pit bull blood. Veterinarian Jane Waller failed to identify it by its picture, which represented a portion of the difficulty enforcing breed specific laws. At the Slater animal ordinance hearing on Jan. 18, she cautioned against breed specific legislature. [...]

Residents and locals of Wentzville, MO, have been asking city council to repeal BSL. However, some residents are also getting together to oppose the repeal. And city aldermen are divided on the issue.

A draft of a possible replacement ordinance is to be presented during the Jan 25 council meeting. Supporters and opponents of BSL repeal plan to be in attendance.

Please continue to send respectful, helpful correspondence to Wentzville city aldermen. Encourage them to repeal their breed-discriminatory ordinance and ask them to apply their laws to all dog owners equally, regardless of a dog’s appearance.

Wentzville considers changing pit bull regulations

WENTZVILLE • [...] Neighbors Joel and Patti Budnik are rounding up support for retaining the ordinance — which requires pit bulls and pit bull mixes to live in an enclosed kennel or inside the house with windows closed.

[...]The Board of Aldermen in recent weeks has discussed repealing the city’s restrictions on pit bulls in effect since 1991 and instead increasing penalties for owners of dogs of any type that exhibit vicious behavior.

The city police department, which enforces animal control laws, is drafting a possible replacement measure for consideration at the board’s Jan. 25 meeting.

“We just need to hold owners accountable for the behavior of their animals, whatever the breed is,” said Alderman Chris Gard, who is pushing for the change. [...]

Lake Saint Louis, MO update: Proposed animal ordinance no longer enables breed discrimination

The Lake Saint Louis city clerk sent me a copy of the new Bill 3213, which will replace the city’s current animal ordinance.

We had concerns about the wording of the proposal due to a news report several months ago. The proposed wording would have allowed officials to consider a dog’s breed when determining whether to declare it dangerous.

The proposal has since been revised, and no longer contains this wording. Read the new proposal for Lake Saint Louis: Bill 3213

Thanks to all of the people who contacted Lake Saint Louis officials and asked them to change the wording so that personal feelings and assumptions about a dog’s breed would not be part of the process when declaring a dog “dangerous.”

Slater, MO reminder: Public meeting on animal ordinance, Jan 16 (possible BSL)

Slater is considering major revisions to its animal ordinance. One of the suggested revisions could declare certain breeds to be automatically “vicious” and put restrictions on ownership of those breeds. “Pit bulls” appear to be particularly targeted. Slater will hold another public hearing on proposed revisions on Jan 16 at 7:00 PM at City Hall.
