Buffalo, MO: Resident asks aldermen for breed ban

A resident has asked Buffalo city aldermen for a ban on “pit bulls.” This article describes the incidents that sparked the resident’s request; it seems evident that this is not a “pit bull” problem at all, but rather, a lack of enforcement of current laws.

The aldermen agreed to have the city attorney look into the matter, and may consider an ordinance similar to the one in Springfield, MO—a city that recently touted the “success” of their BSL even though their own statistics clearly show that dog bites have not decreased (and meanwhile, they have killed 1500 dogs simply for looking like “pit bulls”).

[... Resident Don] Payton addressed the Buffalo Board of Aldermen at its regular meeting Monday, Jan. 9, and asked for an ordinance to prohibit the dogs from being present in the city.

“These dogs are vicious. They’re cruel and they don’t belong in the city of Buffalo,” he said.[...]

Mead and alderman Bob Whetsten said the city may consider alternatives similar to Springfield’s regulations to address breed-specific concerns in Buffalo after consulting with the city attorney. [...]

Cumberland County, NC: Animal control wants to stop adopting out certain breeds

The Cumberland County, NC, Animal Control Board is considering a plan to kill stray ”pit bulls,” Rottweilers, Chows, and Presa Canarios, and mixes of these, rather than find these dogs loving new homes. The bizarre logic behind this move seems to be: “No one responsible adopts these breeds anyway, so why even bother to try?”

[...] The board is suggesting that county residents be banned from adopting Rottweilers, American Staffordshire terriers, pit bulls, chow-chows, Presa Canarios or any mix of those breeds, Lauby said.

[...] Since April, Animal Control has taken in nearly 1,300 pit bulls but only 124 have been adopted, Lauby said. The remainder either go to a breed-specific rescue or are euthanized, he said.

It’s the same problem for other “bully breed” dogs, he said.

The shelter has taken in 180 Rottweilers since April and only 26 have been adopted. Fifteen of the 96 chow-chows received at the shelter have been adopted, Lauby said.

Local rescue groups are at their capacity in finding homes, Lauby said, so most of the dogs have been put down. [...]

This proposal is in very early stages, and the public has an opportunity to provide genuinely humane, sensible solutions to the county’s animal control problems. The Animal Control Board will meet again on December 5 at 6:00 PM to discuss the issue, at the Animal Services Department, 4704 Corporation Drive, Fayetteville, NC.

Charles County, MD: BSL no longer part of proposed animal ordinance revisions

Charles County, MD, has been working on revisions to their animal ordinance. The first draft contained breed-specific language. Thanks to input from the public and local animal organizations, the second draft no longer contains BSL.

[...] The township board has rejected a proposed vicious animal ordinance that targeted pit bull terriers, requiring them to be kept indoors or in a covered kennel and walked with a muzzle.

The ordinance had been proposed by the township planning commission, which now has been charged with reworking the ordinance so it is not “breed specific,” said township Supervisor Mike Thompson.[...]

Thompson said he received about 20 emails from residents opposed to the proposal, and just one in support of it.

Several members of a crowd that turned out for the board’s meeting Sept. 19 agreed to help draft a more appropriate ordinance for the township, Thompson said.[...]

Charles County, MD: Public forum on possible BSL, Sept 20

Charles County, MD, has been working on animal ordinance revisions that currently include breed-specific language. Although public forums don’t have formal agendas, we’ve been advised that the ordinance will probably be discussed during the Public Forum on Sept 20 at 5:30 PM in the Commissioners’ Meeting Room, Charles County Government Building, First Floor, 200 Baltimore Street, La Plata, Maryland 20646.

One of the major revisions would declare all “pit bulls” to be “potentially dangerous” dogs, thereby placing numerous special restrictions on ownership of dogs identified as pit bulls. “Pit bull” is defined as American Pit Bull Terrier, American Staffordshire Terrier, Staffordshire Bull Terrier, American Bulldog, any dog that has ever been identified at any time (including in adoption or veterinary paperwork) as a “pit bull” type dog, and any dog that resembles one of these breeds.

The County Board will hold a public hearing to discuss a proposed dog ordinance on September 13 at 10:00 AM in the old Courthouse, 2nd Floor. The county currently does not have a leash law or dangerous/vicious dog ordinance.

The official proposal has not been publicized yet, and it is unclear at this time whether the proposal will be breed-specific or breed-neutral. Some residents and the news media have expressed concerns about specific breeds. StopBSL suggests that county locals and residents attend the public hearing to determine whether the proposal is breed-specific and to guide public discussion away from breed-specific measures if BSL is brought up.

Oktibbeha County, MS: Council asks for public comment on vicious dog ordinance, Sept 6

Oktibbeha County, MS, intends to schedule public hearings to gather local input about a possible dangerous/vicious dog ordinance. Though they do not have an official proposal ready for discussion, the county board also expects to take public comment and suggestions during the September 6 board meeting.

The county currently does not have a leash law or dangerous/vicious dog ordinance. It is not clear at this time exactly what kind of law residents will request. However, StopBSL feels that there is a possibility that the residents at the Sept 6 board meeting will request BSL or a breed ban.

Fortunately, the county board does not seem inclined toward breed-specific measures—but nevertheless, the Oktibbeha County Board of Supervisors could probably use some public encouragement to maintain a breed-neutral course. To contact the Board of Supervisors, call the County Administrator’s office at 662-323-1520 (a few supervisors have email; for details visit http://www.oktibbehacountyms.org/government/index.htm).

VERY important: keep correspondence respectful and informational; the county board has not expressed interest in breed-specific laws and several board members have made statements against breed-based discrimination. Please commend them and encourage them to continue thinking this way.

STARKVILLE — In anticipation of public pressure to adopt a vicious animal ordinance, the Oktibbeha County Board of Supervisors plans to schedule public hearings about the issue at Tuesday’s meeting.

Following a pit bull attack on two children on Self Creek Road on Aug. 13, the board has studied ordinances in Pontotoc and Lowndes counties. [...]

The township board is expected to discuss the ordinance, which was prepared by the planning commission, at its Sept. 19 meeting.

Based on Muskegon Township’s ordinance, the proposal targets dangerous animals ranging from wolves to poisonous snakes to elephants. But the primary target of the ordinance are pit bulls, also known as American pit bull terriers or Staffordshire bull terriers, or dogs with the “appearance and characteristics of being predominately” pit bull. Oktibbeha County, MS: Whispers of BSL

Oktibbeha County, MS, currently does not have a leash law or dangerous/vicious dog ordinance. Over the last few years, dog bites (some severe) have made headlines—particularly “pit bull” bites—and on these occasions residents have asked the board to enact dog laws. Some of the board members have also looked into the dog laws of surrounding areas. Several board members and the county attorney have stated in the past that they do NOT want proposed dog laws to be breed-specific.

Despite ongoing dialogue about the need for county dog laws, the county remains without any kind of leash law or vicious dog law. A recent highly-publicized “pit bull” incident in the county has residents once again calling for county-wide vicious dog laws. The residents intend to approach the county board at the next board meeting, which should be September 5.

It is not clear at this time exactly what kind of law the residents will request, nor is it clear whether the board of supervisors will answer the call. However, considering the persistent requests for an ordinance and the news media’s focus on “pit bull” attacks specificially (which also focuses the public’s outrage on “pit bulls”), StopBSL feels that there is a possibility that the residents at the Sept 5 board meeting will request BSL or a breed ban.
